Issue was resolved and all Binance API connections are back to normal. No stored data was lost.

Resolved
Due to a recent update from Binance ToS (https://www.binance.com/en/terms), Binance does not allow US servers to access Binance.com’s API services. You will notice that all Binance syncs will fail including account snapshots. We are working on a fix for this change.
